Like all cities across the state, Los Altos Hills must develop and submit for state approval a housing element detailing the town’s plans to create conditions for construction of 489 new housing units in the 2023-2031 housing cycle.
The town’s major changes to its tentative list of sites for development, presented at a meeting June 20, included the removal of the town-owned Purissima Riding Ring and Gardner Bullis School, as well as the addition of an undeveloped subdivision. Major parcels, like portions of the Foothill College campus, remain in the running for inclusion in the town’s final housing element.
“Since the last meeting, we realized we had to remove the Purissima horse ring and some of the schools because of Measure G,” which requires a vote for cities to redevelop parks, consultant Aaron Barrall said.
Twin Oak Court, new on the list, is a residential cul-de-sac that branches from Arastradero Road at the north end of the city. Consultants estimate the three vacant parcels near where Arastradero crosses under Interstate 280 could become home to 112 housing units.
Twin Oak’s location and existing access to utilities make it an attractive location for development; however, the property is owned by Draco LLC, about which there is little public information.
City Manager Peter Pirnejad said part of determining a clear sense of interest from land owners on the list comes down to bureaucracy. He cited both the Diocese of San Jose and the Foothill-De Anza Community College District as organizations that hold the keys to formal “letters of interest” expressing a desire for development at St. Nicholas Catholic School and Foothill College,
respectively.
“They have expressed interest in one shape or another,” Pirnejad said, adding that conversations between the schools and town are complicated by the schools’ accountability to a larger institution.
Foothill College is “the most important site,” according to Barrall, who said it’s one of the most frequently mentioned sites by residents who weighed in on the housing element process via a town survey.
The district and the town are in conversation about what form housing might take on campus.

CALIENTE, Calif. — More than a week after Tropical Storm Hilary passed over Kern County, the damage is still being assessed.
Twin Oaks resident Nate Bozarth finally made his way home traveling up Caliente Creek Road for the first time since Hilary.
“I’ve never seen this much water come in all at one time" he said.
Bozarth works in Bakersfield, so following the storm the damaged roads caused him to have to travel around the mountain. This added time to his commute but he said he’s one of the lucky ones.
“This is actually the first day I’ve come through, I’ve been going through Walker Basin,” he said. “People in the canyon got stuck and couldn’t go either way.”
Kern County Public Works Roads Department added dirt to washed away roads in order to make them passable, but it’s still a dangerous journey. Some two lane curves have been reduced to a single-lane dirt paths.
Out of the 35 county-maintained roads, 19 were originally closed following the storm, according to Public Works Engineering Manager, Alejandro R. Bedolla. The initial estimated damage of damages is $20 million of work that will be needed to repair the roads that were damaged.
California’s Office of Emergency Services went out Wednesday to assess the damage.
Public Works is currently working on making temporary repairs to open Cal Creek Rd. using County workforce and have a contractor coming in next week for more support. The County hopes to have the road reopened by mid-September.
Bozarth said he was grateful to see the county responding quickly to get the road repaired.
"We were afraid it was going to be closed for months."

CALIENTE, Calif. (KERO) — The aftermath of Tropical Storm Hilary has been difficult for many communities, dealing with flood damage. For some residents in Caliente, they're unable to drive main roads like Caliente Creek Road, which has been washed away.
One of these residents, Michelle Paul, shared she and a friend were caught in the middle of the flash flood Sunday. The were able to get to higher ground and remain in their truck until Kern County Fire was able to evacuate them via helicopter Monday morning.
“It was the scariest moment ever," Paul said.
After they were evacuated, Paul stayed with her son in Twin Oaks. She said she wanted to get back home though because she had animals to check on. So she and her friend hiked up the damaged canyon roads back to her home.
Ever since then, she's been unable to get out of the canyon. Paul said she’s concerned about lost wages due to being unable to get to work.
“I work at Costco in Bakersfield and have been unable to get to work since the storm," she said. "A few guys from the fire department walked up the canyon [Wednesday] morning stopping to see how we were doing.”
Due to the road closure in place for Cal Creek Rd., some residents have been looking to get home are braving the back roads hoping to find a way around. Lake Isabella resident Tonya Williams said her aunt lives in Caliente and they were looking to return Wednesday by driving around the Lion's Trail Loop.
"Oh we'll make it," Williams said confidently.
Meanwhile, Kern County Public Works attempted to fill parts of the flooded road Wednesday with dirt in order to allow some vehicles, mainly those with four-wheel drive, to attempt to pass. In fact, workers on-site said that while they were filling in the pass, a rancher who owned property on the other side was finally able to get across.
At this time though, it's unclear when the roads will reopen.
